I can't find stars on any position with baby mario and baby luigi.
Finding stars are entirely random, a tip if yoshi's or birdo's special is used and hits a kart the egg drops three items one of those items is usually a star.

statusFor an item like that, it helps to be in lower positions.
However, with those characters, their special item would probably benefit them more and the game (most likely) acknowledges this, giving them their special item over a star.

Instead of getting stars from item boxes, you can get them off the ground on Rainbow Road or steal them from other drivers.
