At some points the thick blood converter closes. I don't get why, or how to open it again?
It's to balance out the gameplay. You can convert thick blood into serum only so many times before the machine starts to act up. It prevents the player from overpowering a character too early in the game. When you start a new chapter, the converter will be up and running again.
