The battle system is a lot like Final Fantasy X (one wonders if the producers liked the system or liked the X...) in the general sense - it is a turn-based battle, but there aren't any time bars, there's just a set pattern that tells you the order that characters and enemies will attack in. Additionally, when you have more than 3 characters, you can switch characters in and out during battle. So, yes, this is turn-based.
