There Is no "Glitch" It is simply done by clicking the control stick towards the enemy and A simultaneously (if you are playing regular Sasuke or Orochimaru) Or If you are playing Sharingan Sasuke, You Jump and press X.

It is indeed a glitch, the explanation is in my faq on this page, here is it

This glitch can be done with: Orochimaru, Sasuke & Sharingan Sasuke.

Press f+A with one of those characters (don't hold). Then just before he stops
throwing fire, press f+A again and hold A.
If done it right, the character will be able to walk, jump and do combos
while throwing fire.
It's hard to get the timing of it.
Better try with full chakra to see the effect as holding the jutsu consumes
chakra.

I've done it myself a lot of times, and there are a lot of videos of people doing it on youtube.

Try using those buttuons there jamming kinda might work.

Don't have food pills ya need em sometimes. Without food pills:Go to training pick sasuke s.sasuke or orochimaru I reccomend regular sasuke.Set chakra on and defense off. Opponets action use a subsitution jutsu. Do fsj release a then fire style jutsu hitting your opponent.Once they use subsitution run fast but don't release a.Thats it without food pills. WITH food pills:Same thing just put food pills. Then do it until 3 hits appear press it again you can do combos with food pills

No don't litsen to my first ones like i said Go to training and set chakra on and defense off.Do katon no jutsu {fire style jutsu}and press c.Keep this up without releasing a And about apporximately 6 tries later......BOOM You are walking with it!!!!Do noooooooooot realease a!You can do many combos with this.Like b combos and sasukes up b and back bbb!!!Hope I helped.
