Yeah, if you pay him, dependng on the amount, he'll pay you back at if you see him after chapter 5 or 6, in which he'll give you:
100 paid = 300 coins given by Lumpy
200 paid = 600 coins given by Lumpy
300 paid = 999 coins given by Lumpy
...so, if you have the money, it would probably be best to give him 300, but remember that he leaves after chapter 2 or 3... After that, if you didn't pay him, he won't give you anything.
