According to serebii.net, you have to give it tons of colonage (SP?).

There are plenty of ways to get it to be happy. Give it the Soothe Bell to hold (you get the Soothe Bell in ONBS by reuniting a little girl with her mom), give it the Vending Machine drinks to recover HP instead of regular potions and be sure to not let it faint in battle.
There aren't any massagers in XD, so you'll have to be really patient with it. Good luck!
Simple. Spend time with it. Put it in your party, give it the soothe bell, and massage with Vivid Scents( from Agate Village). When you think its ready, level it up.
