I have been playing Road Rash 3 for a while now and I can qualify on all of level 2 races on two player mode. The game won't let me advance to level 3. On one player the game has allowed me to progress throughout the game.

Both players have to be qualified in the races. To be qualified, you must finish every race in 3rd, at least.
