Yes, if they know youre there, they will lock the place and you wont be able to get to the elevator.
Luckily, you have the cloaking device given to you in this level. Just turn it on and youll be invisible for a short while, enough to go to the secret elevator (the one that you had to find in the very first mission). select the Skedar bomb and it will automatically plant itself in the elevator. You should have enough time to get back to the elevator that goes upwards.
remember that there are two CMP150's behind the front desk. The extra ammo is useful in higher difficulties.
Sometimes the elevator will take a while, and your cloaking device will run out. i recommend taking cover behind the elevator door (only the doors are bulletproof). Anyway, forget the guards when the elevator comes down and go in.
Go into Cassandras office and disarm her. She is quite fragile and might go unconcious if you punch her too much, so be careful. She will lead you to the helipad. A few guards with DY357 revolvers will show up, but theyre pretty easy to take care of. Some may throw an N-bomb, so be careful. Anyway, just stay close to Cassandra and she will go to the helipad
Anyway, do this quickly enough and youll still have enough time before the bomb goes off.

statusJust click on the cloaking device and run to the elevator that leads down and plant the bomb. Then just run to the two elevators heading up and when your out of sight turn off the cloaking
Take out the guard in the staircase leading to the helipad BEFORE getting Cassandra. That way you'll only have to deal with the guard(s) in the room before the outside while Cassandra is running around like an idiot.
