The statue is nothing more than a decoration. Loads of nonsensical theories were dreamed up in the late 90's by people who thought it said "L is Real 2041". Super Mario 64 has been hacked from the inside out, and there simply is no Luigi or mention of Luigi anywhere.
For playable Luigi in your Mario 64, get the DS version.

Yes, the statue is in the courtyard (where the entrance to Big Boo's Haunt is located) and it reads "L is Real 2401." It was thought to mean that Luigi could be unlocked or found inside the game somewhere, but players have given up searching for him. Nintendo denies that Luigi is in the game and has never commented on the meaning of the phrase.
To clarify this a little. "Eternal Star" and "L is Real 2401" are theories on what's written on the plaque at the statue's base. Since it's so blurred, I don't really think it's possible to see what it says.
The complete truth is it says "The Eternal Star".
The only reason "L is Real 2041" exists is because the writing is blurred.
