If by surfing pikachu you mean a pikachu that knows surf, IIRC you can teach PIkachu surf in one of the GB pokemon games. In which case you would be able to use a transfer pack to get that pokemon onto your stadium 2 game. If by through the game you mean, get it while playing the actually stadium 2 game, I'm afraid I have no idea if that's possible. o.o Hope i was a tad helpful

statusI think that's only with the first game. This one has a Gligar with Earthquake and a Psyduck that knows Amnesia.
Yes it is possible. the only thing u can do tho is u have to have yellow version and insert it in the game. u must beat round one and get round two. and in round two u must play with the pikachu u get at the beginning of yellow version, the starter one and play with him through the whole prime cup in round two. and ur pikachu will learn surf
Or lol sorry i think i was thinking of the first stadium i dont think its possible to get surfing pikachu in this game

Surfing Pikachu can only be obtained in Pokemon Stadium 1. Sorry.
It can be obtained in the one to, i just dont remember how, you have to use a transfer pac thought
