First of all, you need the Susuki Pike Peaks Escludo. You cannot get to this high of speeds with a different car! There are many customization guides on GameFAQs that show how you can get the Escludo up high. Gear ratios are extremely important! After some mass customization, play a single run on the Test Track course. It may take a few turns to get up to speed. Coming off a turn, line yourself up straight, and don't turn your car. Your speed will reach about 230mph, and you will get into a wheelie that makes you go super fast, until you hit the outside wall of the next turn, at 700mph! This is a fun way to beat the "Like the Wind" challenge too! It doesn't technially say it is 12000 horsepower (Try multiplying it by 10!), but it feels just like it when you're riding on your spoiler!

statusFool around with the gear ratios in the tune and setting option in the garage i believe
