Umm, what ghost person are you talking about? I've heard of the ghost town, but not a ghost person.

I can only assume you are referring to the ghost town. This is the stretch of Carcer City that's featured in the opening cutscene of the game. It's called a ghost town because I believe it's somewhat translucent and you can't land on it. The only way to see it is to be able to fly the Dodo. Just youtube it. I'm sure there are videos posted.

It's not proved that Ghost Town is part of Carcer City (Manhunt). The name of the bank...Liberty Bank...suggests otherwise (tho it's true that such places in real life are not always named for the city they are located at...e.g. Wells Fargo). In either case, the game never specifies where the location is in relation to the rest of the storyline game world...and it IS possible to view the area in free roam without flying a vehicle there (use a sniper rifle to peek through the Observatory cliffside).

Are you referring to an "undead" pedestrian? That is a game glitch that happens occasionally when there is a lot of action happening when a ped is killed. They just stand there immobile, and you can drive right through them. Not really intended to be a ghost or anything...the game just doesn't recognise that the ped should be removed.
