Yes there are.

Most of the characters that appear where refrenced in Suikoden 2 but some major characters do appear. Off the top of my head; with no spoilers, the following characters appear: Futch, Apple, Lucia, Nash, Sasari, Luc, Lilly Pendaragon, Tuta and Leknot

Oh, almost forgot about Beechum

Also add Yuber, Bright, Star Dragon Sword, Jeane and Big Viki, and note that Nash isn't from suikoden 2, he's from the suikogaiden sub-series that only came out in japan. character's such as Watari and Ace are noted for having been involved in events of Suikoden 2, although they are never named in it. Joker also was in suikogaiden with Nash. A lot of characters in Suikoden 3 are also children of character's from Suikoden 1 and 2 such Fred or Sanae Y. There's some confusion that Sarah is the same as the Sarah in suikoden 1 and 2, but she's not.
