Make sure you have done the following before searching for the Armory: First of all, you want to make sure you've found all 10 Timmi Vermicellis in Miami. Second, you want to make sure that you're in 'Take A Ride' mode whilst searching for the Armory. If you are in the story mode or if you haven't found all Timmi's you will NOT be granted access to the Armory.

Now let's get to the job. Select 'Take A Ride' mode from the main menu. Configure the options here to your liking and when you're done you should be asked to select a starting point. Selecting the top left starting point will make things much easier. When you first take control of your vehicle, a message shold appear prompting you to go to the Armory. Select your map. Find the words "Coral Gables" on the lower left hand corner of the map. Above that word should be a blue dot. That's where the armory is.

If the blue dot is by some chance missing, you either haven't done one of the two things I've mentioned in the first paragraph or it might be some sort of glitch. If it's the latter, then the Armory's location is right above the "r" in Coral Gables.
