Can I use CONGRATS to him, or the battle will be over before I use it?

You can CONGRATS! Mega Tonberry, but like a few other fiends, it won't end the battle. You still have to kill him the hard way.

Even if CONGRATS! would get the desired effect, all 3 of your girls would already be dead long before it went off...
I mean, you can't even 1st strike/Cat Nip gunner him to death without him getting a hit in, he's that fast...

Mega Tonberry is immune to it, but you will still get a high amount of Gil rewarded. When I mean he is immune to it he will not flee the battle.
