You can have babies in the sims bustin out, and the max NUMBER IS 4 you can have four family members. 1 male+1 female=1 or 2 child/children!!

You may only have 1 baby at a time, this baby is included in the 4 sim limit.
the only two ways to get a baby is either
1)get a male and a female married, and have them kiss in the room you want the baby in, or
2)get a random phone call and adopt
i don't know how long a baby lasts before childhood, but i do know that you'll recieve a random phone call stating "the end is near" i will update this answer with how long a baby lasts asap
Update on the baby time- not 100% sure, but it took me 3 sim days for the transformation to take place
