i think this is him and he has a blue shield around him. When i try to hit him when his shield is down he dodges so fast i can niether hit or shoot him.

statusI'm not sure what enemy you are describing, so I can't really give you any specific help. But the enemy you're describing isn't Troika. Troika is the last boss of the game, and you fight him in Stage 19. There's a speedrun of The Red Star available at speeddemosarchive.com, so if you watch that, you should be able to figure out how to beat any parts you might be stuck on.
