As mana clusters drop sans gears, the earlyest point you can encounter them should also be the earlyest point you can make the Bio Frame. (so long as it is not before avenbery)
I seem to remember encountering some around avenbery. Am I remembering wrong?
Ya Avenbery is the earliest you can encounter them. I found about 5 of them on my way up the city.
