If you mean Multitap, that is because the game does not use it. On the back of the box, it says that you can have 1-2 players. However, this doesn't mean Multitap will work with it. It would specifically say Multitap if it was compatable with that.

There is a coopertive mode but it isn't in story mode it's in multiplayer mode and only 2 people can do it

Plus u have to unlock coopertive after some missions in story
