The remaining blue orbs must be purchased. When you have two lifebars with 10 segments each, you'll know you have got every blue orb.

So to summarize, this is where all the blue orbs are found:

- 10 combat adjudicators
- 12 secret missions
- 10 in-game
- 6 bought from divinity statues/customize menu

As a final note, thanks to Mission Select you can go back at any time to pick up blue orbs - you don't have to get them at the time.
