no you can only customize 27 of them. The one's you can't are : Sealed Orochimaru, ANbu Kakasji, Nine Tailed Naruto, Taijutsu Naruto and Byakugan Hinata.

statusIf you mean for missions in ultimate road, then no, some characters can't be customized.
