give the girl you want to marry at least one gift every day (sometimes 2) and when she has four pink hearts on you, give her the blue feather. It also helps to talk to her a lot and trigger cut-scenes with her.

Give whatever the girl likes every day. If you get 2 or 3 hearts on the girl the harvest sprites will give you a blue feather.Wait until the girl has 4 hearts and propose to her with the blue feather.
