It is is the card trade game in the caribbean
It seems you already know where it is. Speak to the snap card trader in the pirate 'fort'. Respond to his "Please Find This 2" challenge, for which you must have taken snaps of 5 Heinz enemies. In reward he'll give you the Tatan'ka fetish.
