have you done all the requirements like making all the people on that level happy doing there little missions.
and if thats done then the only thing I could think is it would maybe require's some of the other levels to be completed.
other wise it might be because of that level you should try to level all your stats to 7 or to level up stat's to 7 for a particular person.

On the goal to Reach level 7 - check your friendships level and make sure that you have the reqiured amount of friends. Generally you can overlook that and sometimes while you are at work; one or more may drop off the list.

If that is the case; use the computer to get the level up a few points or invite them over one by one and chat them up. Or you can go take the taxi and chat with them on their lot and then hop back into a cab and go to the lot you were previously at.
