Try to look around the building.
Who knows there's a ladder or access to climb the roof that you don't see.
Or look to another building. Maybe you must climb some building that have the access to reach the building. Or maybe you must climb on something.Try to use the Aim Mode and look around.

i'm wrong. you just need to sprint from where you got algie's jacket. then jump.
do it correctly and you'll land in the place with rubber band.
