The doppleganger has new armor this time around, when you attack him his armor makes it so that his SP goes down instead of his health. That is why it looks like he isn't losing any life. Once you attack him enough so that his SP goes down to zero, then he'll start losing health and battling him should be just like the previous volumes.

statusA way to make sure he stays stun locked is to use the DGs and get him into Rengeki status, then wait until the moment it wears off. Once it does, use Justice and Judgement. The next attack from the DGs should put him back in Rengeki status. Repeat this, using healing items as needed, until he dies or gets lucky and escapes. Make sure you bring party members with powerful attacks though, since he does have SP armor first, like DJ Meowth said.
