Land of Carnage can be reached via finding the 16 Maps, as the above posters have said.
To find these maps, You must wait a few turns in various levels of the Item world. Though, on rare occasion they can appear on turns 10+.. Usually you can find another in this timeframe.
If you have a map already, Equip the map parts to a character you don't use often; this will increase your chances of finding pirates.
All the pirates will only appear on certain floors of the item world, As follows:
(Do not appear on Item General/King/God floors.)
Ambling, Bashful, Chicken, Dancing, and Prinny Pirates will appear on floors 1-99,
Monk, Hunter, Gate, Wealthy, Animal, and Jolly Pirates will appear on floors 21-99,
Ninja, Prism, and Red Pirates will appear on floors 41-99,
And the Z Pirate will appear on floor 61-99.
There are other pirates that appear in the upper floors (Baal Pirates, Prinny Baal,) But they don't carry treasure maps.

statusYou have to get all the maps from the Item World's pirates, it's really hard, but it's worth getting. There are 16 maps.
You get it from the Item world. Then equip the map it increases ur chances of getting more. You can equip them on the people u do not use and it still counts
To get to the pirates, you have to wait 2-3 turns each level of the item world to see if they appear
The way to get to the land of carnage is to get all 16 maps in the item world and right by the wood golem is a gunner. He'll take all 16 maps and a ship will come. If you want to go there, ask and agree. You will be taken to a new world.
