When someone tells you "there's no one that can solve this problem", it means you need to invite some new people. Just keep building houses/offices/etc, eventually, you'll get your hands on a gas station.

Make as much friends as you can from households, business owners, companies, schools and so on because then you can ask them to introduce you to new people including folks who run a gas station.

You might need more friends from places to introduce you to a person who knows somebody who runs a gas station.

You need to get more friends to find the gas station and talk to people as much as you cant.And then you might find the gas station on the Book Shop,Hospital,Police Station or Food Shop Etc.And dont forget,talk much in the left of yours in a house a women or girl,they know very much of things you dont know,treat women with care.

You might need more friends from places to introduce you to a person who knows somebody who runs a gas station. If you can't find one keep on asking and asking until you do.

Keep on going once you get a tone of people they will move you on, your bound to find one the next level then you can come back to this level and get the 2nd level gas station friend to move here.
