Is it available in English?

Not quite.

All the text in the KHII portion is in Japanese, though all the voices are English.

The Re:Chain of Memories segment is Japanese through and through, both text and voices.

The package is not available in English. On December 2nd, 2008, Re: Chain of Memories, a Playstation 2 remake of Gameboy Advance's "Kingdom Hearts: Chain of Memories", was released in North American territories. For Kingdom Hearts II: Final Mix, it is possible to play the game with a translation FAQ found on this site. The original cutscenes include English voice acting, and translations of the new cutscenes can be found on fansites such as kh-vids.com or youtube. The package can be imported from sites like Play Asia and National Console Support.
