Randy Orton has two finishers, RKO and Rated RKO. For the RKO, you simply use your special button while facing your opponent. How do you do his 2nd finish, the Rated RKO?
According to his finisher info (L1 at wrestler select screen) you have to throw them into the turnbuckle and have them facing forward and then hit Triangle. That said you will probably have to throw them into the corner from a distance as short Irish Whips usually result in them facing behind at the TB.
