Do note that this review is for offline play only. Resident Evil Outbreak was first released last year in 2004. Resident Evil Outbreak was the first Resident Evil game online. Here is my review on Resident Evil Outbreak File #2:
Story: 8/10
This game is split into small scenarios. Each scenario has its own story. Although it doesn't follow up with the main Resident Evil story line, it does fill in the small gaps. Each scenario has its own unique story. One from an attack of bugs in subway to a maniac man with an ax in the forest. I give the story an 8.
Controls: 9/10
The controls are pretty good. They re arranged them a little bit, but you will get use to them. On thing that is hard to get use to though is walking + shooting. I sometimes get the ad-lib and map button mixed up also. I give the controls a 9.
Sound: 7/10
The sounds in this game are okay. One thing that bothers me though are the new character voices. The ones in File #1, matched each characters personality. The new ones make the characters sound awful. The zombies moaning sounds a little awful also. The sounds and music for each scenario are awesome though. the bad thing is that you can't here characters ad-lib except they can only say commands and other character names. I give the sounds a 7.
Graphics: 10/10
The graphics in this game are marvelous. The background and surroundings in each scenario are beautiful. Each environment is detailed beautifully. The character and enemies designs are better looking to with few flaws..I give the graphics a 10.
Gameplay: 10/10
The game play is much more improved. Though this game was made mostly for online, its fun for offline also.
You and two computer controlled partners, who you can pick this time, travel through different scenarios and completing different tasks. Each character has an important role in ech scenario. The importance of this game is work as a team to survive one of these brutal scenarios. This time each character carries their own special item, they can give it to another character or drop it. Some characters like Yoko and Kevin have new moves.Of course each character has the same old special items, 4 item slots, etc.
Like I said earlier, each scenario is unique. The object is to survive the scenario as a team. The best part is if your computer partner dies, you don't fail the scenario, Each scenario have events you can do to get 100% completion. There is also a lot to unlock i n each scenario and special items to get. The enemies in each scenario are perfect, and provide a challenge. Some enemies are mutated plant zombies, elephants, gigabytes, etc.
There are special items again in each scenario. Those this is optional, it gives the game great replay ability. A special item is an invisible item that you must look for in each scenario. There are a total of 20 special items for each scenario, and 20 for the characters,
Once you complete a scenario, you are rewarded points. You can use these points to unlock new unlockables like new pictures, movies, costumes, etc. You can also get points in the show downs now. I give the gameplay a 10.
Replay Factor: 10/10
The game has a high replay factor. There are tons of pictures, costumes, movies, and extras to unlock. It will take you a while to unlock all of them also. You will also need a lot of points to unlock certain things. I give the replay factor a 10.

Cons:
- The AI partners are a little dumb
- The character voices are horrible
- Might take to much time to unlock certain stuff
Rent it, Buy it, or forget about it:
Buy this game if you can play either offline ore online. Its a fun Resident Evil game and provide entertainment got a while.
