It says that you could upgrade sonic's custom actions by collecting chaos drives but i cannot find any.

statusYou can't. Several things were removed from the game that are listed in the manuel due to this game being rushed. Sonics Custom actions being upgraded were one of the. You can't upgrade them. And you get Chaos Drives when you defeat an enemy.
