Can you kill a civilian out of no where i am pretty sure guards come but does anything else happen?

Thank's i am hopeing to buy this game
You can kill a civilian with a health penalty at any time (it doesn't always attract the guards). Once you complete the game and beat the final memory block, you can reenter the Animus and kill anyone anytime with no penalties to your health, although the guards will still chase you if they see you.
