If you win the game?

If you win the whole game do you get all the weapons if you start the game again.

It is in the Playstation Store. Go to "add ons" then "disc based game add ons". Then go into the Army of Two section. It's called the "Veteran map pack". It has two extra missions, one of which is an alternate ending to the game and yes, it's free.

If you beat it on professional you get all primary, secondary, and special weapons for free when you start a new game.

yes, you get all the primary weapons if you beat it on the first two difficulties. It also unlocks the hardest difficulty, which unlocks all primary, secondary and special weapons

All the weapons come un-upgraded (except for the ones you had already bought or upgraded)

If you beat the game on rookie or contractor, you unlock all Primary weapons. They comme unupgraded. If you beat the game on Professionnal mode, you unlock every other guns, wich come unupgraded of course.

And yes, you get to carry your weapons from game to game (with their upgrades). A little bit like in Resident Evil 4.

If you beat it on Professionnal mode you do but if you beat it on the other mode you just get the secondary guns
