If you want not have a possible bounty on your head, there is a cave called Veyond's Cave. This is an Argonian cave, much like a goblin cave. There are usually two Argonians right in the first room. Use the dagger on them since they're just your typical slash and hack mob's, and they'll regen just like every other cave, and better yet, no bounty and not a chance for bounty.
Easiest way to get here is fast travel to Bravil, then head north staying along the water's edge, you'll pass the flooded mine, then the next cave should be Veyond's.

statusLook in bravil and leyawiin, there are plenty of argonian beggars
You can go around to the daedric shrines and find an Argonian follower at one of them. You won't get a bounty for attacking the shrine worshippers. Just attack and then yield.
