WTF is the goat head?

Go to Freckle Bichez and order everything and he will pop up but he will have body guards so watch out

I checked VeronicaBlush's clothing guide in the FAQ section and she doesn't mention a way of aquiring the outfit. Add that I haven't been able to get it myself (though I haven't been looking) and I assume it's not that easily attainable, if at all.
I have seen the outfit around town though. The jacket, pants and shoes should be available in stores. There's a Skeeterhead available in the University Gift Shoppe, but I don't believe that's the head you're looking for.
The goathead is indeed part of Freckle B*tch's mascotte, maybe there's a way of getting it through them, but I don't think so.
