Hello,I dont think you can buy all the stores.Have you been to all the stores through out the game?

There are a bunch of stores in the mall, the best way to check all the stores is to use the map and hover over each to see if you have a discount, after checking all the stores you see, then go to the mall and ride around on the toad to check for purchaseable ones on each level. I did this when I did the tags.

So what 3 stores am I missing???
