YES, there is however it takes some doing... like you'll miss a few shots to get it right.

ON THE MOVIE SET OF TOUCHMOUNDS, IN AFTERPARTY.
You need to be at the first set, the war set where the tank use to stand and the ground still explodes. ABOVE THIS SET is the castle set. LAUNCH YOURSELF AT THE LARGEST TOWER, on Impact, it explodes, from hear, try to topple the smaller tower as well.
Were not done YET though.

As soon as you hit pavement, try to ooch your way to the beaverzilla set. the studio should have fans and the whole city ABOVE pasted on the ceiling. While the fans keep you up there, Destroy the city any way possible, destroy all of it. You should have the 3 mil to unlock BUZZ by now. The most annoying character in a long chain of BUZZ quiz games.

IF YOUR STILL STUCK ON 2 MIL and are NEARING 3 MIL, one last step and its the hardest. Ooch you way out of the now destroyed beaverzilla set, back and past your launcher, past the fountain, and into the building where, surprise, mor fans are blowing.
Aim it right, and they'll blow you through the roof. THAT SHOULD BRING IT TO 3 MIL AND UNLOCK BUZZ!!!

You can only unlock Buzz in the movie studio in After Party, be sure you have the studio downloaded and after party unlocked.

As stated by _Shadoan_, the only way to unlock Buzz is via After Party in the movie studio level.

It won't be super duper easy, and it'll take a few tries, but I think I can help you out a lot since I'm new to the game,more or less. It'll take one part skill, one part luck, and knowing one move especially. The Flop.

The ultimate key to getting anywhere in the game (Litterally and figuratively!) is learning the "flop." With a full ooch meter press the desired direction quickly, and only 2 times, landing, then quickly repeating the process when the ooch meter is refilled from the flop. It works best on sloped surfaces.

In Afterparty, the only level whre you unlock Buzz as far as I know, I did the following:

1: From the first slingshot, I went full power and held the left stick forward and fired at the the left side of the opening of the tower just blow the roof with a pose. I don't think it matters which.

2: After smashing into the tower I ooched left and up to hit the roof of the smaller tower then bounced off towards the road below. By now you should at least have a times 5 bonus. 3 from hitting the tower where the guy is dancing, 2 from the roof of the smaller tower. If not then you may not make it.

3: While in the air I then shook my controller for the super ooch, then ooched towards the movie studio below (If you look to the left with the slingshot before you fire you can see it clearly) then ooched into it. Ooch in there -slowly- or you'll overshoot it, and land outside.
By now the tower's destruction should have racked up some 300,000 points, or close to it.

4: Once inside the studio past the fans you should find yourself being raised into the air by the fans, and into the city. Destroy that quickly by trying to hit the railroad tracks (The city is a model of the level you get with the game, btw).

5: With that destroyed quickly DO NOT linger as the fans can litterally stop blowing any moment, instead ooch back to the street you crossed to get to the studio, (At this point, Ideally, you should have anywhere from 1.2 million to 1.7 million.) and get in the center of the far lane, and wait. In less than 10 seconds a cop car should run you over.

6: Once ran over begin using the flop in the direction the cop car is going and avoid any pieces of tower as you make your way to the bend in the road, then to the road it turns into. Keep using the flop to travel down this road until you have 3 million. An oncoming police car should help. I hit 3 million around this point, and left it at that.

7: If you're still low on points the process didn't go optimally. Flop to the road that leads to the water fountain from here, travel that road until you get to the fountain, go around it to the left, then take the road that you encounter to the building where fans will blow you, ideally, up the ramps inside adding to your score.

I hope this helped. Unlocking Buzz frustrated me to no end.
