The level on your character is based on how well you do with people of other levels. Your level will increase if you do well against people near your level. It will increase increase dramatically when doing well against higher level players.
And if you're being owned by lower level players, your level will drop.
Also owning players far below your level will decrease your level for some reason.

statuspay attention to the statistics at the end of a match, you get points for killing people, killing people with headshots and not dying. Those points add up until you level up.
Just level up your skills, and your level'll go up, too.
The more you will kill higher level players, the higher your level will be
If you die a lot due to low level players, you will lose levels
Gain - Kill good people
Lose - Get killed by bad people
I dont know about you, but ive found that playing capture in ambush alley always helps my kill count. Dont capture the target, just lie in wait for the opposition to sit in goal, then emerge and kill 'em all. But make sure that there are a lot of people playing, or the odds will be against you.
To level up in MGO2, there are several important factors to take into account:
K/D ratio (or Kill to Death) - You want to be sure to raise your kill to death ratio. Basically, team death-matches are best for doing this sort of thing. Related is the Stuns given/Stuns recieved. It is essentially the same thing. To avoid this, don't join boosting rooms for CQC or Stun Knifes
Wins/Loss - This is pretty basic. Be sure to increase your wins/losses ratio by winning in all types of games, the more you win, the higher your level.
Survival - Wins at survival give you grade points which will essentially raise your level overall.
As far as receiving Animal Ranks, see the boards and look at Animal Rank Guide V.1 by HeathclifFlowen. It gives an in depth look at what may be used to attain ranks.
Good Luck

Kill Good people and don't die too much, also have to be top 2 at the end when the match ends.
Its all about your performance in the game as a whole.. Its all balanced between leveling UP and leveling DOWN.
Basicly..
Leveling Up.
-----------------
* Killing an enemy
* Headshot an enemy
* Stunning an enemy
* Winning a game
Leveling Down.
---------------------
* Died
* Died by Headshot
* Stunned by an enemy
* Losing a game
Survival also gives out grade ports apparently which further change your level overall for better or worse.
In order to level up, most of what was said here has been true. You want to have more kills than deaths, being high up the scoreboard and your team winning will all help. As will fighting and defeating higher ranked players or people of your own rank.
However, what has not been said was that in order to increase your level effectively you must play all different modes. MGO's level system isn't based on any one mode. If you end up focusing on one or two different modes your rank will generally stay around 5 or 6 depending how well you do. In order to go higher and keep it higher you need to vary your games, don't spend 100 hours doing Team Sneak, instead using that 100 hours for Base, Capture, Rescue and Team Sneak instead.
So don't settle into your favourite mode, play them all.
How many lvls are there?
