If you're referring to the house I believe you are, the house on the upper right, above the first right-most house, that you take the stairs upto, is Yuffie's house. You can only go inside, during the first of two Wutai Side-quests. It must be done on either Disc 1 or 2 with Yuffie in your party.

statusAre you talking about the house at the top-right most part of the town (as in the house right above the first house you see in Wutai)?
At some point, you can get the cat at the bottom of the staircase to move and go up to the second floor. There's a chest up there that holds an HP Absorb materia.
First you need to get Yuffie, then after you finish the Stolen Materia Side-quest in Wu Tai (killing Rapps, and freeing Yuffie), the cats will move allowing access to the stairs and the materia it holds.
