You sure you're not just still in the room where you fought Ocelot? You need to get out of the Jammed area to call Meryl.

Otherwise, your problem may be related to certain things that can't be mentioned on GameFAQs. In that case, consider putting more resources towards displaying transparent layers.

You don't need to go as far out as the Heliport. Just into the Armory portion of B2 will do.

Also, exactly what is this "giant rectangle" you speak of? And more importantly (connected to part of my original answer), does the "0.00" part of the Codec glow when you enter the Codec screen?

Go back to the armory and call Meryl at frequency 140.15 or 140.16 I believe.

Simply go back into the elevator of the armory (or anywhere in the armory) and call 140.15. Simple as pie, unless your game is messed up. =[ I feel your pain. Mine gets stuck in the torture room. Ugh. No more beating Rex for me! :'(

WELL the rectangle is the sqaure saying jamming get out of there use codec at the tankhangar her frequency is 140.15

Maybe cause you might be moving the codec numbers with the analog stick push the analog button on if it does not work just use the d-pad

Reasons and solutions :
1-maybe you arent tiping the right number confirm: 140.15 you find it in the back of the game case
2-maybe you are trying to contact she before the right place : u need to go to the room were the elevator is
3-maybe u are trying to contact she before the right time : wait to the coronel order
