Asked on: 9/8 8:06PMI have heard that the tempest is strongest. Should I use the tempest over ultima, which is by far the strongest magic.
At very high levels with very high Magic Power, the Tempest x2 + Genji Glove + Offering combo has the highest damage potential in the game. However, at low levels or lower magic power it's beaten out by attacks like Ultima, Merton, or spells hitting weaknesses when these spells are cast by characters with decent magic power (Relm, Terra, and Celes come to mind).
As far as average damage goes, Ultima x5 has a far better average damage than Tempests, until Wind Slash nears the 9999 damage (which, as I mentioned before, only happens at high levels due to the low power of both Wind Slash and Cyan).

statusDepends on how you look at it. There are multiple ways to get super-high attack. It can be done with stat modding via Espers, equipment and relic switches...I'd say if you like it and the damage it does, that's all that really matters.
