i keep resting my party and jeff's IQ is OVER the minnimum IQ but things still arn't being fixed
Broken items will automatically be fixed if they're in your inventory and you rest. It requires Jeff to have an IQ above a certain level depending on which broken item he will be repairing. There's probably a faq telling you what his IQ needs to be to fix a certain item, so you should check that out. Also, I can't remember for certain, but I think he can only fix one item per rest. Could be wrong about that, though.

statusThe answer from bling56789 is correct, I just wanted to add to his info. Even though you may have enough IQ needed, its still a somewhat random occurrence and the items may not always be fixed. Your best bet is to go to a place like Ness's house or Saturn Valley where you can repeatedly sleep for free until all repairable items are repaired.
