Whenever I use the Debug Menu cheat, and activate the Value Max, I see no effect. Is this a glitch or is there something I'm missing?
Like The Cynic says, it maxes out all the bars of the RCI-meter. That way you do not need to take into account zone ratios while building. You can build a city with all I-zones if you like without the demand dropping and your citizens leaving.

statusI think what it's supposed to do is max out demand for all zones, so your RCI meter on the top right will always be high for all three zones. This overrides the usual fluctuation in demand you get if you don't build zones in balanced numbers.
