I've beaten the game on Sweet, and I've got at least Bronze on all the missions. I just can't get Gamble Fight for some reason.

All the Assassination Gigs are unlocked based on the rankings you get in the side jobs. In general, it is one Gig for a Silver and 1 more for Gold. However, there are 2 side jobs that unlock an extra one on either Silver or Gold (I don't remember which rank it is or which missions). So in order to get all 20 Gigs, you need to get gold on all 9 of the side jobs.
Gig 18 specifically should be a gold on Job #8.
