It's easy enough but it'll cost ya! To obtain the windmill or lighthouse, all you have to do is
Donate bells to your Town Fund. The list is as follows.
200,000 Bells : New Bridge
500,000 Bells : Fountain
1,000,000 Bells : Either Windmill or Lighthouse { your choice, but you only get one or the other}
Donations from all characters living in your town go to the same fund, so having someone to help out is better. Town upgrades stop at the Windmill/Lighthouse but personal donations keep earning you prizes. The list is as follows.
100,000,000 Bells : Green Feather
200,000,000 Bells : Blue Feather
300,000,000 Bells : Yellow Feather
400,000,000 Bells : Red Feather
500,000,000 Bells : Purple Feather
600,000,000 Bells : White Feather
700,000,000 Bells : Rainbow Feather

To get a windmill or lighthouse you have to donate money to the town fund in the town hall,

Bridge:200,000 bells
Fountain:500,000 bells
Lighthouse/Windmill:1,000,000 bells you pick (the lighthouse is better)

And then Pelly will talk to you and say that you've donated (a amount) and enough to build something then wait a week or TT and you;ll see it around your town

You actually need to DEPOSIT the 100,000,000 bells, 200,000,000 bells, etc into your ABD savings account to get the feathers, which will be given to you as gifts, similar to getting your Shopping Card.

Also, to answer your question, the Lighthouse/Windmill cost 1,000,000 bells after your fountain is built.

As a reference, the Windmill boosts your town rating, and the Lighthouse increases rare fish spawn rate.

the lighthouse attracts RARE fish :D

i chose windmill first, cause i wanted a better town rating, IT DID NOTHING i recently switched to the lighthouse because it looks cooler :P

if i were you, i would save 1 mil and get lighthouse off the bat

You must donate 1,000,000 bells to the town fund. To do this, talk to Pelly or Phyllis at the civic center window (the green carpet) and choose town fund or my account and make your donation. Then talk to her again and choose either a windmill or lighthouse.
