Short Answer: No.

Long Answer: A few characters have two seperate weapons in their weapons stances (Kabal, Baraka, and Frost come to mind). But you can't use, say, a stage weapon and your character's weapon at the same time.

If you meant about kreate-fighters, then no they cannot dual wield either. Now that I think really could have been done. Mileena is my favorite and my best character so with a kreated fighter I would love to have them use Sais or Daggers, or perhaps Steel Fans. But alas, kreate-a-fighters cannot dual wield. That's too sad. Other than that though this game does have the best character creation mode compared to other fighting games because you create every move that your character has and their battle stance/weapon stance along with any special moves they have. That is cool. I wish they had more presets though for both male and female characters.
