The FAQ here said the museum owner would be hovering around the entrance to the museum, and a conversation with him would grant me access, but instead there's just a random civilian who laughs at me because I can't get in.
First off, the heckler is right...you must have an Artiela based license to get there, or you cannot get on the ring road. The problem here is that the ACTUAL entrance to the museum is NOT the tube in the Ground House. That only gets you to the 2nd floor ring road, where the actual entrance is...and the owner is waiting outside of it. The first time you go to the museum, you have to access the ring road through either the 2nd floor of the TV tower, or the 2nd floor of the License Area (between the license desks). Once on the ring road, go around to the museum stop, talk to the owner, and voila, you'll be handed a nice museum pass. After that, the guy will still be outside in the ground house, but he won't give you crap any more, and you'll be able to use the elevator.
