Answer

If you have a gold star online, it means, over the course of your Grand Prixs, you have obtained a star in EVERY race (including 50cc, 100cc, 150cc, and 150cc Mirror.) I have a 2-star ranking because my minimum rank on all grand prixs are a 2-Star.

Do you mean the CPU players have a star rank? I'm pretty sure that's impossible...

Answer

if you're seeing computer characters with a star, it's probably Rosalina since she always has that star thingy with her (i haven't played Galaxy so i don't know what it's called)

It's called a Luma, one of the many star children who calls Rosalina "Mama". In Super Mario Galaxy, they come in all sorts of colours, sizes and a variety of different appearances, for instance a Hungry Luma.
