Sonic Riders: Zero Gravity

This has been something I'm simply unable to figure out: Are there any conditions to fulfill in order to get the 100-Ring Monitor in this stage? At first, I thought it was just rare and shows up at random when you steer through a yellow panel, but then I found out the following:

It'll most likely appear on the second panel of the lap. This is the one right before the first turn.
It'll also be more likely to appear on the first lap.

But this isn't always the case. I've encountered the 100-Ring Monitor 5 times in Astral Babylon so far. 4 of those times, it was on that panel. 3 of those times, it was on the first lap.
